Neighbours noise issue and society committee issue

Hello, I live in a society, and neighbours kids constantly make noise... even at 11 pm in the night... in the common area... The parents don't do anything about it. The society administration also does nothing. We have some plants in the common area, the kids keep plucking the leaves.
When we gave a written complaint to the society committee, one of the members simple tore off the letter. The other committee members didn't even object to it. What are the legal options I can take against this society committee member who tore of the letter?
