Neighbour is attaching the wall to our wall in his 20x30 site construction. if asked for setbacks he is denying it. We have constructed the house 18yrs back and have not provided the setback. we are requesting them to provide set back in view of natural light or the wall will black out some of the window areas completely, can i move legally in this issue

Yes you can move legally against your neighbour you would have to file a suit for injunction , an injunction of permanent so that doesn't construct in the future also,if you do require further advice kindly get in touch
