Neighbor doesn't remove coconuts from the tree regularly

The neighbor staying in front of our house doesn't remove the coconut from the tree and allows it to fall on its own. The coconut falls onto our gate always. We stay in constant fear that a coconut would someday fall on top of the car while taking it out.
We approached the neighbor and requested them to remove to which they replied, they know when to take, we don't have to tell them. Also, if it's irritating us, we can go ahead and file a complaint. What is the procedure and process for the same?
