Neighbor creating problem in society where to complain about the same

Sir The house opposite to my house has 5-6 tenants with their landlord. They throw garbage in my house every now and then. I have talked to the landlord but all in vain. We are very frustrated sir. Please tell me if some legal action can be taken against them. My area has nothing as such Housing Board or anything else. I don't know where to go. Please help me Sir.
File a police complaint against the landlord for causing nuisance outside your house and ask the police to make sure that either the tenants leave the place or hey maintain a decorum so that the people living around are not disturbed.
