Need clarification on the places comes under public place category

See generally the places that are included among public place are banks, railway stations, canteen, libraries, educational institution, courts, public offices, hospital, clubs etc. where people generally go and have access to. Apart from this, public place has also been defined in various statutes e.g. in section 2(24) of motor vehicles act where it also includes roads and streets. Accordingly, mountains and hills should not come under the purview of public place but any market or crowded place on a hill station would fall under public place.
