my street road is obstructed by one of the opposite Road dispute

HiThis is regarding the shared road dispute with my neighborRecently we purchased land and we started building a house on the same landThe road for our property is divided as 9 feet for our own property and another 9 feet for opposite property. Same applies for all the flat owners on the same street.So in total 18 feet road for that street to the main roadNow my opposite neighbor to another neighbor(I mean my neighbor to the second next neighbor) has obstructed the road. Now we are in a situation where we can only use the 9 feet road from the main roadwe dont have anyother way to my flat.
