Query perused. Police can book them under section 107/51 crpc for breach of peace and prepare a report and file it before the executive magistrate . They can be arrested and produce before the SEM of the concerned area. You may also issue legal notice restraining them from causing nuisance. u need to complaint police and being petty issue, they can resolve in an amicable manner else can initiate for creating nuisance to public. Hence, it would be better to ask your neighbor to enjoy his style of life without being nuisance to other and that is the best resolution else u can make a complaint to the concerned police station.
