Motorcycle NOC denied by Delhi Authority

I have an old enfield motorcycle whose RC (delhi) expired (15yrs) in August 2020 during Covid lock down. As per govt the registration/renewables of vehicles was extended till December 2020. i approached the authority in November for NOC but they rejected my claim as the RC has expired. when i cited the govt order they said it is not valid in the authority as they have not received any notification. Sir/Madam. I have emotional attachment to this bike has i have done many solo trips around india on it and i would like to keep on driving it. i have tried all possible means to get the NOC from authority for some other state. Is there any legal means which court can direct the authority to issue NOC taking Covid and ministry of highway directions.

the time period has been further extended to 30th June, please check whether you are under the time line when the guidelines were issued. In case the RTO fails to accept your request, approach the reg office

you should know that the allowed life of a petrol propelled motor vehicle is 15 years. However, no authority has the right to lift your vehicle from home. it can only be impounded while on road. say if you file a suit in a civil court citing reason of emotional attachment and the court favours you, don't you think everyone will take the same ground. there are cases where family heirloom including arms have been allowed to be kept in custody of families, but that's on a very different plane. The extension as you are saying from a different state will require the local authority to decide, which in my opinion is quite not legal. There are different rules in different regions regarding disposal and re-registration/renewal of old motor vehicles, but you have to understand that a court of one state has no jurisdiction or authority in another state.
