Missing person death certificate issue she is missing from 2002

How to get death certificate of my mother. She was missing from 2002 . I have fir copy of police and non trace report also .
In such a case you need to file a civil suit of declaration that the said missing person be declared dead as it's been more than 7 years that she has been missing and accordingly the judge will do so after few publications etc. Then the same order can be shown to the municipal corporation and death certificate can be prepared.
