Me and my brother have agreed to build a common boundary wall with all formalities, agreement is done that both parties will bear 50-50 expenses. however he said that he don't have money to pay for wall and will pay later. However I don't believe he will pay. What can I do in that case? I need the wall, but I am not sure he'll pay.

Take a post dated Cheque equivalent to the amount of his share of expenditure for the wall. Also make an agreement to that effect. If he intends to pay in installment mention that in agreement and take post dated cheques of such installment amount.
