A mere personal letter or representation to the Hon'ble CJI's secretariat or the Registrar General does not, by itself, result in a judicial direction to the High Court — such requests are usually only forwarded administratively and rarely produce a binding order. To get an enforceable outcome, consider this route: Priority/early hearing application before the same High Court: File a formal application in the pending LPA before the Registrar (Judicial), citing the 14-year pendency, the advanced age of the petitioners (70–80 years), and the deaths of some parties, seeking out-of-turn/priority listing before the Division Bench. If this does n³ot work, a writ under Article 32 before the Supreme Court, citing the right to speedy justice under Article 21 (relying on judgments like Anita Kushwaha v. Pushap Sudan)⁷, seeking a specific direction to the High Court to dispose of the LPA within a fixed time, remains the last resort.

Considering that the LPA has remained pending for more than 14 years coupled with the advanced age of the petitioners and death of some of them during the pendency of proceedings and the fact that the matter arises from an earlier favourable judgment of the Single Bench, the petitioners have a strong ground for seeking expeditious hearing. The appropriate relief before the Supreme Court would be a request to the Hon’ble High Court for consideration of the LPA on priority, preferably at an early date rather than seeking a direction on the merits of the appeal.

Dear Sir/Madam, Yes, you may seek appropriate directions from the Hon’ble Supreme Court for expeditious disposal of the pending LPA, particularly in view of the extraordinary delay of more than 14 years and the advanced age of the petitioners. However, the grant of such directions is at the discretion of the Court and depends on the facts and procedural history of the case. You may consider filing an application for urgent listing/early hearing before the Hon’ble Supreme Court, highlighting the prolonged pendency, the petitioners’ ages, and the hardship caused by the delay. It would also be advisable to obtain an updated status of the LPA before the Punjab and Haryana High Court and explore an appropriate application for expeditious hearing before the High Court itself. A civil-law advocate experienced in Supreme Court matters can examine the earlier Single Bench judgment, the State’s LPA, and the representation already submitted to the Hon’ble Chief Justice of India to advise on the appropriate legal remedy. A favourable outcome cannot be guaranteed, but the exceptional delay and the petitioners’ circumstances may be relevant grounds for seeking priority consideration.
