Legal remedy if Neighbour's private street light causing disturbance

 I live in Punjab and our neighbour has a built a private street light outside his house which is causing irritation and disturbance in sleep. There were 2 public street lights already present on road, emitting soothing yellow light. But this arrogant neighbour has used a very bright white light. When I objected, he intentionally destroyed/ damaged the public street lights' wiring, to prove his step right. I mean, to be able to say that the public street lights were not working, so he built his own street light. But, I have already recorded public street lights un perfectly working condition, a day before he damaged them intentionally. Due to his very bright street light, excessive light is coming inside my room at night and a sound sleep in not possible. Moreover, it's not possible to stand in balcony at night and spend some time in peace as this bright light hurts the eyes and it feels as if someone is flashing a very bright torch towards us. Please share legal remedy.
