Legal notice to neighbor for pollution of common drain caused by them

Can I send a legal notice to my neighbour regarding the pollution of a common drain which has made my life miserable and what are the procedures to be followed?
What kind of pollution is being caused by your neighbour? You need to have concrete evidence. Mere assumption won't work. You may send him legal notice and also file a tort suit against him wherein you may pray for injunction as well. But if you do not have concrete evidence of the same then it may backfire on you and your neighbour may file a defamation suit against you. So think about every aspect of the matter before taking any action :)
