Legal Heir Certificate From Ranchi district

My father is 73 years old. My late grandfather has land in the village - Sodag, PO-DAHU, District-Ranchi,Jharkhand. My grandfather's name is recorded as Sukra Lohar in 1932 khatian. My grandfather has no death certificate. My father's name is Bhokna son of Sukur (no surname)in the railway pension payment order and in Pan card. My father's aadhar card is the name of Bhokna son of Sukur Karmakar. My father presently resides in Howrah district ,West Bengal.How does my father get a legal heir certificate from Ranchi.

this is clear case of declaration in which you can file case before Civil court for declaration of title of name with caste and lead the evidence on it which will be helpful for getting benefit in Railway department.
