Legal action against person for creating nuisance

Me and my family living in a Jal Nigam official quarter . A person alwayz intended to fight with us , uses abusive language , unnecessarily on any reason. He is a media person. Like " one day tube well is cleaning water and draining it off ,some water went his home . Till then he says that some ---** people are making this .what can we do ? If I fight . It will be an offence of law.
Yes fighting and disturbing someone piece of mind is an itself offence. If that person intentionally fight with you while using abusive word towards you then it is also an offence . Then you also filed police complaint against that person for taking legal action. But you personally dont fight against him dont take law in your hands. Thanks for approaching .
