Land acquisition laws have changed considerably over the last decade. Currently, if land had been notified to acquired by the government but was not subsequently put to use then you may challenge the notification. As far as the question involving conveyancing and lease, the documentation pertaining to the land and the applicable government notifications will need to be studied.
