issue of Memo and its punishment

Admin officer of my unit issued a memo, and I refused to give a receipt of this memo. In the memo It was asked to explain why I send a mail directly to higher authority on matter of harassment. Now I want to ask whether, (1) At this stage what department will do against me i.e not taking memo. (2)If I have receive memo, Will I have to give reply of the memo or I can kept the memo with me and did not send the reply for the memo. (3)what will the action against me , If I did not give the explanation of the memo

You didn't mention the name of your department. Normally, when a memo is issued it must be received and suitable explanation be given. In cases of harassment it is futile to give complaint to the same person who had harassed, but to the higher authority. Receive the memo and give suitable explanation.
