If a person’s name does not appear in the final voter list, then even though the voter ID card remains a valid identity proof, it cannot be used for voting. Inclusion in the electoral roll is mandatory to cast a vote. The voter ID card is not sufficient alone unless the person's name appears in the current electoral roll. You can apply for re-inclusion by submitting Form 6 to the Electoral Registration Officer (ERO) of your constituency.

If the person who is involved in such a matter and is alive, then nobody can snatch away his right of the franchise from him. Generally, in similar matters what happens is that due to bureaucratic complexities a person is mistakenly marked as dead etc. what you need to do is gather all the relevant documents and visit your local voting office. they will sort it out.
