Is unregistered will without probate is valid?

Hi sir, I would like to know whether a un registered without probate is valid? And with the help of that a person have done the mutation and the NOC provided by him while transferring is false paper . What can be done?

no...it should be probated, u need to get this will probated to get out of this mess, the mutation is not a an admissible document, the NOC is for wat..? it should have been attached with the sale deed, gift, settlement deed, etc. Rest can only be adviced after vetting all the papers.
