Is there any provision for video conference in cases we cannot appear

i am a junior physician in a govt medical college. My unit head have received a summon from west Bengal jurisdiction for noncriminal case on 17/02/2016 regarding a patient treated in our hospital at OPD level. Am i or my unit head is bound to attend this summon compulsory? is there a provision for video-conference in legal cases as there is lack of staff in our unit ? can we ask for money in-advance for the expenses and fro whom? thanks . waiting for the reply.

Yes you will be bound to appear in the case as summons have been issued by a court of law. There are provisions of law that allow you to video conference if your personal presence is not required, however that will be the discretion of the judge and most courts still do not have such facilities.
