Is running tuition class in rented apartment legal in MHADA property?

Hi, I stay in a Mhada developed Co-Op Hsg Society in Kandivali- Mumbai. Recently a Neighbour has given his premises on rent and that person has Started conducting Tution Classes in the flat. No society permission has been taken for this. Due to this lot of noise is made throughout the day by the children and whole peace in the society is disturbed. i am the worst affected as i am the immediate neighbour, I have complained to the owner but to no avail. The society is also unaware of what can be done to stop this classes. Is this running of Classes illegal? what can i or the society do to stop this? where can we complain ? Pls guide.
here is no prohibition in law to conduct tuition classes, you could tell the neighbors in appropriate way and conduct the classes such a way not to disturb the neighbors. If they go on harassing you, you can file a police complaint against them.
