Is it against the law to walk my dog in my building?

My dog doesn't defecate in my building. He's well behaved, doesn't jump or bark at others. He's also very gentle. None of the building members have shared anything concerns yet, but the secretary of the building keeps opposing us walking our dog. Is it against the law to walk him in the building on a leash if he's not hurting anyone?
Well, let the Secretary bark like a Dog. You walk like Elephant. Secretary must be scared of Dogs. Alone Concern of Secretary can be sidelined by the Managing Committee of the Society.
Moreover, Animal Welfare Board of India have directed the Societies to workout the balance in such a way that the Animal's Welfare cannot be sidelined & as such, Welfare of the Society Members including Secretary & Pedestrians walking cannot be sidelined.
This is my response to you:
1. You can walk your dog in the building;
2. But if he does cause some nuisance or disrupts peace then yes the society can raise concerns;
3. Section 11 of the prevention of cruelty to animals act is helpful to your cause;
4. Circular dated 26th februray, 2015 of AWBI is helpful to your case;
5. Consult a local lawyer and take steps.
