First of all rather than going legally you should serve the owner a legal notice and in that notice you can write that either stop all these harassments and stop using the borewell water for personal use or face legal action which will be at your own risk. After that if he fails to give you a satisfactory reply then you can anytime file a complaint to the DJB and also to the Police Station according to your jurisdiction. For more legal assistance I am just a call away.

At the outset the connection needs to be changed by the delhi jal board so that the board can only raise bill towards you separately. Send a representation against the bill which has been generated by the jal board and apprise the authorities for the same. If that is not done, we can move to court for such directions. Feel free to contact Thanks

the first question which appears here is that what area of Delhi you are residing where the four floors have been allowed? in such a case of the floors are registered in the names of different people the djb does not provide the bill for the whole building as such. DJB provides bill to the people with the formal connection and in case of any extended construction it does not provide any bill. So kindly appraise about the same before your query can be answered
