hi yes you could give an representation to municipal authorities that they are constructing house without permission and leaving without any setbacks and if municipality failed to take action then you could file writ petition in high court

yes u can but first file complsint to municipal authorities and keep ack and complaint in high court court issue notice to m c h seeking clarification and order will be passed...to local municipal authorities will take action
