ILLEGAL CONSTRUCTION AND LAND POSSESSION

SIR/MAM, I have land of area 1acre 12.5 decimal but after measurement i found around 8-10 decimal land is missing and my neighbor had possessed it and in some area they also build property. When i approached to gram panchayat regarding the issue i found that the Mukhiya(head) is their relative and he denied to do any gram sabha to resolve the issue.Now what step should i take
