If a candidate who is appearing in UPSC has any civil dispute like not paying EMIs on time will affect selection in the exam?

Well, for civil disputes, you not need to worry at all. Such Disputes do not hamper your chances to appear for UPSC Examination and even your selection, considering, they are civil disputes civil in nature, not a Criminal Case.
