I want to know if we can fill case against electricity department against my right to sleep bcoz they don't provide sufficient amount of electricity. They cut electricity whenever they want. And it effect me mentally.

We need more detail to guide you further in this matter. Primarily you can file a RTI regarding whether or not any maintenance work is going on in your area. And you can also forward a complaint to the CM window.
