I took admission in Open distance University in 2017 for BA. At time of admission; in common prospectus there was rule of RE-ADMISSION for those who didn't complete their course in maximum duration of 6 years and they were given the additional 2 years to complete their due course. My max duration in ending in June 2023 but in 2021 university suddenly abolished this facility. This new notification is having retrospective effect which shouldn't be permissible by statement "Notification cannot have retrospective effect : MADURAI BENCH OF MADRAS HC. Only thing is; that common prospectus of admission says university can change its rule anytime. What will be advisable should I move to high court?

Well, you can file a case in the High Court against change in the rule of University which has been causing you a problem. You can file a Writ Petition in the concerned High Court and seek favorable relief.
