I had an old birth certificate but when after 20 years I went to them for a duplicate copy of birth

I had an old birth certificate but when after 20 years I went to them for a duplicate copy of birth certificate. They are telling that they don't have the record. I even have the discharge copy of the hospital where I was born. So, if they have issued it once, how can they refuse to not have the record. What should I do?

dear client as per your query since your birth certificate was already issued once and you just need duplicate copy of the certificate then it should be given you can consult me by paying online consultancy fees...
