I cant able to go to court physically what can I do bro?

Pettion to concern government to give first graduate scholarship for all quota students and increase the amount of scholarship i have applied for rti , cm cell pettion , mgr university responsible mbbs course, no proper response i have applied for legal they asked me to come to the court physically i cant go because the medical college is very strict in leave taking so what can i do
