I had got adverse police verification report. How should I respond to the notice? The notice does not ask me to come personally to passport office they just have asked me to give suitable explanation. i already have visited them once and gave my clarification , based on which i also got my passport.

No issue, you just your explanation calling is as preliminary and submit available documents. Ask them to explain what more documents are required . If you do not receive any reply then personally visit.
