how to procure a migration certificate from Institute ?

Sir/Madam, I am an engineering graduate of Government College of engineering and textile technology (G.C.E.T.T), Sreerampore, West Bengal. Thereafter I joined the National Institute of Technology (N.I.T), Warangal, Andhra Pradesh to pursue a master’s degree in engineering. Due to certain unavoidable circumstances I had to drop the master’s degree course in the mid-session. Neither I did cancel my registration/studentship at the latter institute nor I did submit the migration certificate (issued to me by the former institute) to the latter institute. This year I shall be getting admitted again to a masters degree course at Indian Institute of Technology (I.I.T), Powai, Maharashtra. So kindly let me know whether or not it is possible to seek admission to IIT Powai with only the migration certificate from GCETT, Sreerampore or it is mandatory to withdraw my studentship/registration and procure a migration certificate from NIT Warangal as well.
