How to get deem date promoted

2 an announmus complaint was received in the dep,t in may,2013 regarding manipulation in coal testing by me in march2013. 3 two letter had been issued to me in 8/2013 and consiquenty a charge sheet had been issued to me in 10/2013. 4 in 12/2014 my junior had been promoted to next post in my place due to charge sheet issued to me. 5 in 10/2015 the board stopped my 3 increments with future effect in the decesion of the charge sheet. 6 i had filed the department appeal against the decision in 12/2015. 7 during​ the pendency of the appeal board promoted 3 more juniors to me. 8 now my appeal alsi disallowed by the board in 5/2017. 9 in the board there is number system for the promotion they see numbers of annual report for last five year. 10 they have not promoted me after the decision because they are deducting 6 numbers for three increment stopped with future effect. My query is whether i am entitled for deem date promotion 12/2014 when my junior promoted before the decision on ch sh.
