How can one avail free legal help at high court

I want to file a pil or writ under Article 227 for systemic reforms in revenue courts. Revenue courts are passing non speaking order ante-dated order without proper appreciation of evidences and rulings how can I avail free legal help at high court allahabad or lucknow
