Kindly file a petition before appropriate Judicial Magistrate or Metropolitan Magistrate seeking to register a birth that was not registered within one year of its occurrence, under Section 19(3) of the Registration of Births and Deaths Act.

Sir, where ur Br born not mentioned. However, if born in Tamil nadu, The government issued GO and empowered the DRO(Divisional Revenue Officer) to issue unregistered birth certificate instead to apply in court.

If you are in tamilnadu now the state government passed a government order empowered the revenue divisional officer in which the place that applicant was born
At central level the birth and death registration act 1969 is in force which empowered the judicial magistrate in concerned birth place normally magistrate direct local body to register birth of applicant and issue birth certificate
The father or mother of the person whom seek birth registration examined as witness and third party independent witness should be examined in support of applicant

In which City/Town your brother was born? Why was the birth not registered? 1st you must apply for a birth certificate and the Dept will issue you a Not Found Certificate. 2nd one of your parents have to file a petition in the Court to register the birth. Then you have to give an advertisement and thereafter you need 2 witnesses (from your neighbourhood) who are atleast 50 years old to give evidence. Thereafter the Birth will be registered. Kindly contact in person for further details.

HELLO,
IF your brother is employed it is a complicated one. If he is not employed, as per thge latest GO YOU HAVE TO File the application before the RDO AND you have to wait for the procedure to exhaust and get the Birth CERTIFICATE
