As per law, the college cannot withhold your original certificates after course completion, especially for non-payment or other unrelated issues. You may first send a legal notice demanding return of your certificates. If they still refuse, you can file a complaint with the University, UGC, or the local civil court seeking immediate direction to release your documents. Since you have time constraints for counselling, approach a lawyer urgently to initiate immediate legal action.
