If you have already paid the fees for Class 9 and Class 10 and have receipts for the same, and the only missing receipt is for Class 8, the school cannot legally withhold your Transfer Certificate (TC) and Class 10 marksheet solely on that basis. Education is a fundamental right under Article 21-A of the Constitution, and withholding educational documents due to non-payment of disputed or unproven dues is not permitted. You may send a legal notice to the school management demanding immediate release of your TC and marksheet. If they still fail to comply, you can file a complaint before the District Education Officer (DEO) or approach the consumer court or file a writ petition in the High Court under Article 226 for violation of your rights. Keep all payment receipts and correspondence safe for evidence. Let me know if you need to help drafting a legal notice.

You can file a writ in the High Court for the release of your TC. Obtaining a TC is a part of right to education. I have successful obtained a favourable order in such writ. Contact me for further details.

File a writ petition before High Court with prayer of record summon of the school so that your fee details of class 8th can be known. I you have paid your entire fee, the school has no right to withhold your TC.
