Government official took bribe, but department is not taking action

I would like to ask that if someone had written about given bribe to government officials. Another guy reply back on email but ignoring this subject matter (neither acceptance or denial). How court will look into it if the other guy had actually violated the law and that can be proven

Court will not take suemoto action.One should file complaint with Anti Corruption Beuro and on complaint the ACB will arrange for trap and on successful trap they arrest the person also carry enquiry about improportionate assets and file case in special court against accused.

First thing in your case is lack of evidence and proof that such person had taken bribe if bribe have been taken evidence or proof is essential.
Secondly, if any action is taken without any proof person has to face legal consequences for false allegations.
Department such as anti-corruption bureau can work for you if you are victim of such case.
