Government Officer not doing my work

Dear Sir,nnI had submitted one application in Kandaya bhavan , the village accountant , Revenue inspector and Taluk surveyor is deliberately not doing my work and they are expecting bribe. I dont want to give bribe . How can I get my work done? So far I have submitted 4-5 ipgrs grievances , visited tahsildar office and DC office. They are showing negligence. One year completed since I gave the application still now the dispute is not resolved.nI need a lawyer who can help get the work done .
but lawyer ask fee know...in all office like that only ....if they are doing your please consult assistant commissioner who sitting in the second floor if suppose not get any remedy there also contact me il help
