Is a Indian Citizen elegible for government jobs if he had attended rehab for one month during undergraduate ?

yes...you are eligible. If there is any law prohibiting you then it's a violation of your fundamental rights and your can initiate a writ petition challenging the said law. now criminal antecedent is a deterrent for securing jobs.
