The conditions of service can be changed for employees even if that causes disadvantage to them. The exception is only for few posts like those of judges and members of public service commission. Even though the Supreme Court in cases like Suresh Kumar and Anr. Vs. Union of India has opined that the government has moral obligation not to change the conditions of service to the disadvantage of employees after their appointment but the legal liability is only for members of public service commission and judges etc.
