Getting TC midway of MBA but the college is refusing without full pay

My brother is doing Mba,just completed his 1stsemester exams. Due to some personal reasons, he wants to quit the college. It is a private college specially for MBA only affiliated to anna university. The principal asked us to pay the whole. 2Year fee to get TC and other documents. We have already paid the fee for on going 1st year. Is it legal to collect fee for 2nd year also even though the student is quitting due to financial reason? ?? What to do further to get our documents back?

உங்களுடைய தம்பி எம் பி ஏ முதலாம் ஆண்டு படிக்கும் பொழுது பாதியிலேயே இடைநிறுத்தம் செய்து விட்டார் தற்பொழுது அவருக்கு டிசி தேவைப்படுகிறது நீங்கள் எந்த கல்லூரியில் படிக்கிறீர்கள் நீங்கள் டிசி வாங்குவதற்கு எந்த மாதிரியான முயற்சிகள் எடுத்தீர்கள் என்பதை தெளிவாக விவரிக்கவும்
