Since the property is yours nobody can stop you from making any construction. If anybody disturbs you making construction, you can file a case for injunction restraining others from disturbing your peaceful construction. However if you have got a valid sanction plan for raising construction, you can also write to the Municipality or Panchayat which has given you sanction plan and also to the local police by complaining that even in spite of having the sanction plan in your favour you are being obstructed to raise the construction, and even there after if such obstruction is continued you can approach to the High Court and file writ petition challenging inaction of the authorities. This way many of my clients in our Calcutta High Court got immediate relief which is much faster and less expensive and time consuming than injunction application before the lower court.
