Fee inquires about the early emergency hearing application

I have filed collective writ before 2 months and my advocate is saying to me there will be extra charges of 5000/- for early emergency hearing application, is it really that much expensive to even filing a application in court ?
No, early hearing application is a simple application which does require any amount to submit in court but for this application it needs some expenses like give aome money to the munshi to track the file and put it for earliest date.. Its for Rajasthan high court.. In which high court you file writ petition?
