employer not paying mother's medical expenses, how to claim

I had enrolled my mother as medical beneficiary in my employer's (Govt. PSU) medical plan although my mother was enrolled under CGHS as my father was Central Govt. employee. She did not avail any medical facility from CGHS and I only claimed her actual medical expenses from my employer's medical plan. My employer has now threatened my with dismissal of service although many other employees also have done this. My employer is moving with vindictive interests as I had raised some corruption related issues for which I had procured a favorable judgment from Delhi High Court.
