Electricity department Demanding dues for the period of 1998.

My question is weather TSSPDCL ( formerly APSEB) can demand dues pertaining to 1998. And weather it can refuse to provide New electricity connection to the new owner to the property. As the Old Connection was terminated due to the previous owner not paying the due in 1998. The Department is refusing connection in 2016 due to old owner not paying dues in 1998.

Perhaps the dues are pending in the name of old owner and the monthly bill gets generated without your knowledge.
We can suitably issue a legal notice to the electricity department and subsequently approach high court seeking direction to the electricity dept,.
