Does the benifits and promotions get effected from joining date

After careful consideration of the order of supreme court of India and the report of the selection committee, XX board has accorded approval for appointment as jpa with effect from 30.12.2005, subject to condition that he will be eligible for monitary benefits only with effect from his date of joining in XX.so please provide will these be helpful if we change to this job as I m already doing this job as office subordinate . my question is whether they will get promoted directly to better position and more salary or not?
