you have to file a case in the concerned court of your area in order to get the date of birth changed.
in the case the opposite parties would be the concerned authorities responsible for effecting the said change.
it will not be a difficult procedure and everything will be done smoothly.

what certificate you are talking about here? is it the school certificate? if that is the case then you can get an application from the board that your school marksheet and the certificate marksheet are different and the one on ...is required should be accepted. however for passport the Aadhar Card dob and the slc dob is taken..

You will have to file a writ petition (case) in the High Court and give proof or affidavit to support your correct Date of Birth. High Court will after hearing the other side, most likely pass an order in your favour.
