Depressed by Notary person for attested purpose

I went to the Notary public concerned officer to get attested in the admission form to change the address in Aadhaar card. He told me to go because I am a Muslim there. On asking for the reason, he said that Muslims change their address and commit fraud. Also his superiors have advised if any Muslims need like this address related not to do this. Is there any possibility of action against him? Or am I guilty there too?

The act of the notary public is against the rights given by the government to him to serve the litigants. I advise you to complaint against him to the State bar council to initiate disciplinary proceedings against him
