Deceased persons liability for legal heirs

My father was a government employee he died 3 months ago now one person came and told my father gaved him a blank cheque with no date and there is only signature .my father doesn't have any property in his name do the legal heirs have liability for that

check bounce is an offence under Negotiable Instruments Act. it is proceded in criminal minor. the legal hair is not liable in a criminal case. however if that check is presented and a civil suit is filed on the basis of the said instrument, liability can be fastened upon legal heirs who claim the property of the deceased. if the deceased is not having any property it will not make you liable.
